How to defeat the Dredan Healer?

I'm having lots of troubles with this fight. Everytime I bring down the health of one of his minions or teh Healer hp himself, he heals up! Maybe I need to use psionics?

Yep, or level up more. You can clear the Dredan area and find better equipment, or go in the training facility (speak with Rebecca to get help on how to use it). If you're level 5-6 is a bit too low I think (but depends on the difficulty level you've chosen).
With Psionics, if you use the Shock or Fatigue on the Dredan Healer, he won't be able to use the special power, so won't be able to heal his allies.
