I guess that depends on how the maximum # of quests will be defined. Since we have 9-something visits to the bathhouse, It's possible to not romance anyone and get 12 quests done in Act 3 if you do both Vaelis' and Rowinda's personal quests (requires 4 visits to the bathhouse each). If you romance someone, and do either Vaelis xor Rowinda's you can get max 11 quests done.
If the maximum total limit would be set to 11, then you could get both romance and the quests-done bonus. => Problem, that's not the real maximum, as the meter can be ticked to 12/11 if you do both personal quests. Plus, it would seem unfair to get "all quests completed achievement" if you haven't really completed all your teammates' personal quests.
My reason for posting about the whole thing in the first place was that Chalassa's path was treated differently from the other romances when it came to completing the game as far as quests went. Otherwise, I think it's okay to a have the player choose between completing all (personal) quests or "completing" any romance. It's not like one can complete all the romances at once, either.
Of course, it's all up to Jack to decide on how many achievements can one complete in one playthrough.
