For my first playthrough, didn;t manage to meet these 2 boss.

So what is the condition to meet them?

quoting myself from another thread... you only get to fight them if Althea romances Chas (eg you get the AltheaxChalassa CG in Act 3:

After you've unlocked the Chalassa/Althea CG, you'll get a new blue arrow at the harbour of Shacklesplit. Check the screen where your boat is. Click on the blue arrow (it's near the store on the left hand side) and voilá
