The DLC has two big quest and the group divided in two.....
Does each group have a quest or....?
If we play as Shea, are we only going to see his side of the story or are we going to see both his and Althea's?

The point of view will alternate between the two, so in practice you control a party with Shea and another with Althea, each one with the love interests obviously, so if you're in a specific romance you'll see several extra lines.

So far, yes - though we are thinking about allowing you to choose a love interest for the twin you didn't play in the main game and pretend that these two got together some time in the course of SotW. You would have to have unlocked that romance in any of your former playthroughs, though, or some references won't make sense to you.

It's very well possible. The DLC introduces itself from Jariel's POV as he remembers the events of the winter he spent in Ninim, and Jariel tries to be an objective observer.
