Hi I'm in Shacklesplit on the 32ne day and I've killed the Dark Wizards and spoken with Governor Merrow. Rested at Rowinda's bath house. Then I been told by the governor to find out about drunken highwaymen but I can't seem to find out a thing about them. I've gone round and round in circles and all the conversations stay the same and nothing progresses. Can some one please help me with info on what to do next? Thanks

All the quests progress in the same way, either visiting tavern/Merrow/Blacksmith and then going to the ship to sail to the new unlocked location.
